Citizen and decision-maker buy-in is critical to the success of getting a public improvement project off the ground.  The public workshop is a consensus building tool that can do just that.  It's a participatory process of citizens collaborating with government in designing changes to an area, thus, eliminating the need of each having to sell the other after the fact.
